In Lapland, which itself sounds like the kind of place on the side of a Missouri state highway, apparently this is not yet a fundamental human right:
It’s very easy for a simple man like me to get confused by nurturing, loving, smothering governments. Where enjoying a snack at work is a violation of human rights, but broadband Internet access is a legal right.

“Rights” that are granted by the state can be taken away. Rights that pre-exist the state cannot.
I am no hippie. I am just a simple man who lacks the subtle mind of a Finnish leader.
Also, I’ve recommended to the Internet Rating Advisory Board to create a new abbreviation for these cases between NSFW and SFW: Not Safe For Finnish Attorneys (NSFFA). It’s the PG-13 of the Internet.
