{"id":3881,"date":"2007-07-11T15:49:00","date_gmt":"2007-07-11T15:49:00","guid":{"rendered":"http:\/\/brianjnoggle.com\/blog\/?p=3881"},"modified":"2017-11-26T15:21:41","modified_gmt":"2017-11-26T21:21:41","slug":"im-not-paying-for-waukesha-libraries","status":"publish","type":"post","link":"https:\/\/brianjnoggle.com\/blog\/2007\/07\/11\/im-not-paying-for-waukesha-libraries\/","title":{"rendered":"I&#8217;m Not Paying For Waukesha Libraries"},"content":{"rendered":"<p>But thanks to a creative &#8220;funding proposal,&#8221; some people in communities not served by libraries <a href=\"http:\/\/www.jsonline.com\/story\/index.aspx?id=631465\" target=\"_new\">will get the chance to do so<\/a>:<\/p>\n<blockquote><p> A politically charged proposal to create a new funding source for public libraries in Waukesha County is coming back for a new debate.<\/p>\n<p>Aimed at capital costs in the countywide network of 16 libraries, the proposal would raise property taxes in non-library communities to provide tax relief in communities with libraries.<\/p>\n<p>While the county already collects taxes to offset each municipality&#8217;s cost to operate a library, no such funding mechanism exists to alleviate the costs of building and maintaining the facilities.<\/p>\n<p>Advocates of the new arrangement contend that residents of non-library communities are not paying their fair share for having unrestricted access to any library in the county.<\/p>\n<p>But opponents say the new proposal represents taxation without representation because it would affect people who have no influence over how a municipality spends its capital funding.<\/p><\/blockquote>\n<p>Those Wisconsin politicos are awfully clever at creating unaccountable authorities for extracting money from their <strike>marks<\/strike> citizens, aren&#8217;t they?<\/p>\n<p>I was home in Wisconsin this month, and I remembered why I love the state; it&#8217;s cooler, it&#8217;s greener, and the air is cleaner.<\/p>\n<p>But any news from Wisconsin government reminds me why I&#8217;m not moving back any time soon.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>But thanks to a creative &#8220;funding proposal,&#8221; some people in communities not served by libraries will get the chance to do so: A politically charged proposal to create a new funding source for public libraries in Waukesha County is coming back for a new debate.
