Executives at the Paric Corporation, the firm hired to manage construction, anticipate the cost of projects may exceed $10 million.<\/p><\/blockquote>\n<p>Isn&#8217;t it funny how the only people who tend to be caught off-guard by these unexpected cost overruns are the government officials in charge of authorizing the initial outlays?
