Records show that Bauer himself has profited from development in the ward. While the deal appears not to have violated any rules, some of Bauer&#8217;s colleagues frown on investing in their own ward because of the potential for conflict.<\/p><\/blockquote>\n<p>The alderman defends himself:<\/p>\n<blockquote><p>For his part, Bauer says he is the target of a &#8220;civil conspiracy&#8221; spreading lies to besmirch his name.<\/p>\n<p>&#8220;There are some people who have a personal agenda &#8211; they want to prevent good things from happening in Dogtown,&#8221; Bauer said. <\/p><\/blockquote>\n<p>A civil conspiracy?
